Preparation:
1. Sift flour and add salt and pepper, mix well with a whisk. Pound mixture into steak using a meat mallet.
2. Pour olive oil into a large skillet. Over medium-high heat, sauté onions for 1 to 2 minutes. Add steak and brown on both sides, about 3 minutes on each side. Preheat oven to 350 degrees.
3. While steak is browning, beat tomatoes in a bowl with a mixer for 1 minute.
4. When steak is brown, place steak and onions in a large casserole dish. Add the carrots. Pour tomatoes over carrots. Cover and bake for 1 hour and 30 minutes. Serve.
